Lung Lo Construction Corporation (LLC), a prominent firm under the Ministry of National Defense, has put forth a significant and ambitious proposal that could be a game-changer for Vietnam’s renewable energy sector. The company has submitted plans for 14 new offshore wind power projects to various relevant government ministries and agencies for review. These projects, with a combined generating capacity of 9,000 MW, are strategically planned to be developed in the northern, south-central, and southern offshore regions of Vietnam. This geographically diverse approach indicates a comprehensive strategy to tap into the country’s vast wind resources and build a robust, nationwide renewable energy infrastructure. The total investment for this massive initiative is estimated to be in the tens of billions of dollars, with LLC projecting that a substantial 80 percent of the total capital will be sourced from commercial loans and other legal financial channels, demonstrating a reliance on external funding to bring these projects to fruition and scale.
Meeting Vietnam’s Future Energy Goals
The individual projects are designed with capacities ranging from 500 MW to 1,000 MW, creating a mix of medium and large-scale installations to maximize efficiency and output. The total estimated investment for each project ranges from approximately $1.91 billion to $4.2 billion, showcasing the immense capital required to develop modern offshore wind farms. These proposals also include a clear timeline for development, with a projection for the projects to become fully operational between late 2030 and early 2034. This large-scale proposal arrives at a critical juncture for Vietnam’s energy sector, as the country currently has no operational offshore wind power projects. If approved and successfully implemented, LLC’s plan would make a substantial contribution to achieving Vietnam’s ambitious national energy goals as outlined in the Adjusted Power Development Plan (PDP VIII). The country has set a target of 6,000 MW of offshore wind capacity by 2030, with a much more significant goal of up to 139,000 MW by 2050, and this suite of projects would be a vital first step.
