New Master Plan for Chân Mây – Lăng Cô
After more than 15 years of development, the Chân Mây – Lăng Cô Economic Zone is getting a major upgrade with a new master plan that will guide its development until 2045. This revision, officially approved by the Prime Minister in late 2024, is designed to address long-standing issues within the zone. Established in 2006, the original plan had become outdated, with its technical standards, land use policies, and investment goals for 2025 no longer meeting the demands of modern development. These shortcomings, combined with rapid changes in the socio-economic landscape, highlighted the need for a new, more sustainable, and comprehensive planning approach. The revised master plan provides a crucial strategic foundation for the zone’s future, guiding the development of urban infrastructure, industry, services, and eco-tourism across the southern coastal region of Huế City.
Strategic Vision and Investment Priorities
The updated master plan is intended to resolve critical infrastructure limitations, optimize land use, and create a strong legal framework to attract significant investment. According to Hoàng Hải Minh, the Vice Chairman of the Huế City People’s Committee, the plan will serve as a roadmap for implementing large-scale urban and socio-technical projects. To kickstart this new phase, the city has already identified a list of 15 priority projects for the 2025–2026 period, with an estimated total capital reaching tens of trillions of Vietnamese đồng. These projects are concentrated in key sectors like seaports, industrial development, and eco-tourism. A major highlight is the construction of Wharf 6 at Chân Mây Port, a VNĐ850 billion project designed to handle large vessels, significantly boosting the region’s logistics capabilities. The city is also seeking investors for a massive industrial park and a proposed LNG storage terminal, which is poised to become a vital energy hub for central Vietnam.
Key Projects to Drive Growth
The list of priority projects reveals a clear focus on modernizing infrastructure and establishing key economic drivers. For instance, Wharf 6 at Chân Mây Port, with its 13.3-hectare footprint, will be capable of accommodating ships up to 70,000 DWT, a major upgrade for the region’s maritime trade. The proposed Industrial Zone 2, spanning 204 hectares and valued at over VNĐ1 trillion, is envisioned as a modern, integrated industrial park with direct access to the seaport and major transportation networks. Perhaps the most ambitious project is the VNĐ8.6 trillion LNG storage terminal planned for Chân Mây Port. This 27-hectare facility is designed to secure the energy supply for both industrial and residential areas in the central region of Vietnam. By attracting investment into these high-impact projects, the new master plan aims to transform Chân Mây – Lăng Cô into a dynamic economic and eco-tourism hub, unlocking the area’s full potential and driving sustained growth for the years to come.
