The Hải Phòng Economic Zone Authority recently hosted a significant conference aimed at enhancing connections between foreign direct investment (FDI) enterprises operating within the industrial parks and economic zones of Hải Phòng City and local domestic supporting enterprises.
Lê Trung Kiên, the vice chairman of the municipal People’s Committee and head of the Hải Phòng Economic Zone Authority, delivered a keynote speech where he highlighted the considerable contributions the private sector has made to both the city’s and the nation’s overall economic development.
Despite this significant input, he pointed out a crucial gap: the current growth trajectory of businesses in the city has yet to fully realize the immense potential held by Hải Phòng, particularly given its long-standing and important status as a major industrial and seaport hub.
The conference was therefore strategically designed to be a crucial platform, creating a clear pathway for FDI businesses to open new doors for Vietnamese supporting industries.
This focused effort is intended to facilitate direct access and foster mutually beneficial partnerships, especially for those suppliers based right in Hải Phòng’s geographical area.
Kiên strongly encouraged both the FDI enterprises and the local domestic suppliers to engage in close and meaningful collaboration to achieve tangible and measurable results, promising that the city’s leadership would provide unwavering support and create the most favorable conditions necessary for their sustained growth.
Strategic Advantages and Incentives for Investment in Hải Phòng
The city of Hải Phòng has been empowered with a suite of highly favorable national policies and mechanisms designed to spur its development and attract further investment.
Most notably, this includes the provisions of Resolution 226/2025/QH15, which specifically introduces special mechanisms tailored for the city’s unique developmental needs, offering robust incentives and streamlined conditions specifically for foreign investors.

The city’s current industrial footprint is impressive, boasting 43 industrial parks and serving as the operational base for over 1,700 active FDI enterprises.

Collectively, these local businesses contribute more than 40 percent to the city’s Gross Regional Domestic Product (GRDP), account for over 50 percent of the domestic tax revenue, and are responsible for generating jobs for approximately half of the total local workforce.
The strength and capacity of the private sector are further evidenced by the fact that 16 local private companies from Hải Phòng have earned a place on the prestigious list of the top 500 largest private enterprises in Việt Nam.
