Vietnam’s Party General Secretary To Lam recently held a significant meeting with the Vietnam Innovation Network in Seoul, underscoring the government’s steadfast commitment to the Vietnamese intellectual community residing abroad. This gathering reaffirmed the central role of science, technology, and innovation as cornerstones of the nation’s development agenda. Vietnam is on a clear path to becoming an upper-middle-income country by 2030 and a high-income nation by 2045, and the contributions of overseas Vietnamese experts and intellectuals are deemed more critical than ever in achieving these ambitious goals. The Minister of Finance further emphasized that this new era of development relies heavily on the valuable expertise and innovative thinking of its global intellectual community.
The Role of Overseas Experts in National Strategy
The Vietnam Innovation Network and its affiliated experts in South Korea have already demonstrated their value by providing crucial contributions to several major national initiatives. Their efforts include offering expert input on key legislative frameworks and national strategies, particularly those related to high-tech sectors such as the semiconductor industry and artificial intelligence. During the meeting, representatives from the network shared their unique experiences and proposed concrete new solutions aimed at transforming Vietnam’s economic growth model. Their vision is to shift the country’s economy towards a more science- and innovation-based direction, with the ultimate goal of achieving and sustaining a double-digit growth rate in the long run.

Party General Secretary To Lam expressed his deep appreciation for the network’s dedicated efforts and conveyed the strong support of the Party and State for their activities in science and technology. He specifically directed the Ministry of Finance to explore and develop new mechanisms designed to significantly boost investment in innovation. He also tasked the ministry with serving as the primary coordinating agency to facilitate the seamless transfer of knowledge from abroad. Additionally, To Lam encouraged the network to act as a vital bridge between Vietnam’s domestic innovation ecosystem and international hubs, thereby promoting the rapid transfer of global advancements and technologies back to Vietnam to support its development.
